The Federal Reserve’s second consecutive key rate cut could mean more than just lower borrowing costs for the average consumer — state and local governments stand to benefit, too. Lower interest rates may bring changes for housing development, tax revenue, debt refinancing and bread-and-butter projects like roads, water and sewer, state and local government officials told States Newsroom. The Fed’s cut earlier this month followed an aggressive rate-hiking campaign to beat down inflation, and it came years after the last time the U.S. central bank lowered interest rates. Key borrowing rates now stand at 4.5-4.75%, and inflation has cooled to 2.7%. Economists expect another rate cut in December. “On average, the lower the interest rates are expected to help stock market returns if historical trends hold,” said Liz Farmer, who focuses on budgets, fiscal distress, tax policy and pensions at The Pew Charitable Trusts. “So generally, you would expect a more positive effect on your average pension portfolio that has a good amount invested in equities.” This change means states and localities will have lower borrowing costs, which will make it easier to make big long-term changes in infrastructure, to see higher sales tax collections as a result of more spending, and it is likely to result in better pension performance in an environment where stocks tend to respond to lower rates, fiscal policy experts at Pew say. In 2021 and 2022, states had record high revenue growth due in part to federal pandemic aid and the impact of the federal aid on workers and businesses, according to Pew. The Alabama Department of Finance told States Newsroom that it is closely following the Fed’s actions as it “closely follows all actions that could impact our citizens and the State’s revenues.” But the state agency said it may take some time to see any of the effects of recent rate cuts. “While recent changes in the federal funds rate may lead to increased state revenues, absent a significant change in the rate, the impact on revenues and expenditures would not likely be seen immediately. We will continue to monitor and assess all economic indicators to ensure steady, sustainable, conservative growth for the benefit of all Alabamians,” the department said in a statement. A federal appeals court upheld a ruling Tuesday that allows a San Jose State women’s volleyball team member to play in this week’s Mountain West Conference tournament after a legal complaint said she should be ineligible on grounds that she is transgender and thus stronger, posing a safety risk to teammates and opponents. A two-judge panel of the 10th U.S. Circuit Court of Appeals agreed with U.S. Magistrate S. Kato Crews in Denver. On Monday he rejected the request for an emergency injunction, finding the players and others who challenged the league’s policy of allowing transgender athletes to participate should have filed the complaint earlier. The tournament starts Wednesday in Las Vegas, but top-seeded Colorado State and second-seeded San Jose State have byes into Friday’s semifinal matches. Judge Crews and the 10th Circuit noted the request for the emergency injunction was filed in mid-November, less than two weeks before the tournament was scheduled to start. The complaint could have been made weeks earlier, both courts said. The first conference forfeit happened Sept. 28. All the schools that canceled games against San Jose State acknowledged at the time that they would take a league loss, Crews noted. The players and others who sued are disappointed that the appeals court found it would be “too disruptive” to enter an injunction the day before the tournament is scheduled to start, said William Bock III, an attorney for the plaintiffs. The appeals court said the plaintiffs' "claims appear to present a substantial question and may have merit,” but they have not made a clear case for emergency relief. “Plaintiffs look forward to ultimately receiving justice in this case when they prove these legal violations in court and to the day when men are no longer allowed to harm women and wreak havoc in women’s sport," Bock said in a statement. The athlete has played for San Jose State since 2022, but her participation only became an issue this season. The conference policy regarding forfeiting for refusing to play against a team with a transgender player has also been in effect since 2022, the conference said. Injunctions are meant to preserve the status quo, Judge Crews said, and her playing is the status quo. The motions for an injunction also asked that the four teams that had conference losses for refusing to play against San Jose State during the regular season have those losses removed from their records and that the tournament be re-seeded based on the updated records. Crews denied that motion and the 10th Circuit did not address it. Neither San Jose State nor the forfeiting teams have confirmed the school has a trans woman volleyball player. The Associated Press is withholding the player’s name because she has not commented publicly on her gender identity. School officials also have declined an interview request with the player. Crews’ ruling referred to the athlete as an “alleged transgender” player and noted that no defendant disputed that the San Jose State roster includes a transgender woman player. San Jose State “maintains an unwavering commitment to the participation, safety and privacy of all students at San Jose State and ensuring they are able to compete in an inclusive, fair and respectful environment,” Athletics Director Jeff Konya told students Tuesday. He praised the resilience student-athletes, the athletic department and staff have shown while the court challenges played out over the past nearly two weeks. “The fact that they have come to this point of the season as a team standing together on the volleyball court is a testament to their strength and passion for their sport,” Konya said. The conference said Monday it was “satisfied” with the judge’s decision and would continue upholding policies established by its board of directors, which “directly align with NCAA and USA Volleyball.” An NCAA policy that subjects transgender participation to the rules of sports governing bodies took effect this academic year. The hardest movie ticket to get this weekend was for a film audiences have been able to watch at home for years: Christopher Nolan’s “Interstellar.” The science fiction epic starring Matthew McConaughey and Anne Hathaway earned $4.5 million from only 166 screens in the U.S. and Canada. Its 70mm IMAX film presentations sold out in minutes, leaving theaters scrambling to add more and people paying up to $300 on the re-sale market. Those 10 film screens alone had a staggering $70,000 per theater average, one of the highest of the year and usually the bragging rights of acclaimed arthouse movies playing on only four screens. Ten years after “Interstellar” was given a film release as a special exception at time when its studio, Paramount, was committing to a digital future, film is not only back but driving audiences to theaters. “I was just so gratified by the response,” Nolan said in an exclusive interview with The Associated Press. “It’s really thrilling when people respond to your work at any point. But 10 years later, to have new audiences coming and experiencing it in the way that we’d originally intended it on the big IMAX screens and in particular on those IMAX film prints? It’s really rewarding to see that it continues to have a life.” “Interstellar” had been a labor of love, with Nolan fighting against the tides of a changing industry to use film, certain of its value. Like McConaughey’s Cooper, an astronaut clinging to skills that were all but obsolete in his dust bowl reality, “Interstellar” was made by a celluloid-loving filmmaker when the format was least valued. “Celluloid film was very threatened. While there have been “Interstellar” rereleases internationally, in China and at the Science Museum in London, Nolan saw an opportunity and spoke to IMAX and Paramount, now under a new regime, about a proper North American re-release for its 10th anniversary. The prints, Nolan said, hadn't aged a day. IMAX hardly needed convincing: They’ve had the anniversary date circled on the calendar. It's not something he's speaking publicly about yet. One thing he will say, however, is that he’s in the throes of intensive testing for a new film technology with IMAX to use in the next production. “They have an incredible engineering staff, really brilliant minds doing extraordinary work,” he said. “It’s wonderful to see innovation in the celluloid film arena still happening and happening at the highest level possible.” And he’s still making time to go to the movies Over the weekend, Nolan went to see “Wicked” at a theater in Burbank where he also peeked into one of the IMAX presentations of his film. “It was pretty magical to see a full house on that film,” he said. “It was a very special thing to see, 10 years later.”None
