Sanger and Lisa Friedman, New York Times Service Over the past two days, President-elect Donald Trump has made clear that he has designs for American territorial expansion, declaring that the United States has both security concerns and commercial interests that can best be addressed by bringing the Panama Canal and Greenland under American control or outright ownership. Trump’s tone has had none of the trolling jocularity that surrounded his repeated suggestions in recent weeks that Canada should become America’s “51st state,” including his social media references to the country’s beleaguered prime minister as “Governor Justin Trudeau.” Instead, while naming a new ambassador to Denmark — which controls Greenland’s foreign and defense affairs — Trump made clear on Sunday that his first-term offer to buy the landmass could, in the coming term, become a deal the Danes cannot refuse. He appears to covet Greenland both for its strategic location at a time when the melting of Arctic ice is opening new commercial and naval competition and for its reserves of rare earth minerals needed for advanced technology. “For purposes of National Security and Freedom throughout the World,” Trump wrote on social media, “the United States of America feels that the ownership and control of Greenland is an absolute necessity.” On Saturday evening, he had accused Panama of price-gouging American ships traversing the canal, and suggested that unless that changed, he would abandon the Jimmy Carter-era treaty that returned all control of the canal zone to Panama. “The fees being charged by Panama are ridiculous,” he wrote, just before an increase in the charges scheduled for Jan. 1. “This complete ‘rip-off’ of our country will immediately stop.” He went on to express worry that the canal could fall into the “wrong hands,” an apparent reference to China, the second-largest user of the canal. A Hong Kong-based firm controls two ports near the canal, but China has no control over the canal itself. Not surprisingly, the government of Greenland immediately rejected Trump’s demands, as it did in 2019, when he first floated the idea. “Greenland is ours,” Prime Minister Mute B. Egede said in a statement. “We are not for sale and will never be for sale. We must not lose our long struggle for freedom.” The Danish prime minister’s office was more circumspect, writing in a statement that the government was “looking forward to working with the new administration” and offering no further comment on Trump’s remarks. After Trump brought up the Panama Canal again in a speech on Sunday, Panama’s president, José Raúl Mulino, said in a video that “every square meter of the Panama Canal and its adjacent zones is part of Panama, and it will continue to be.” He added: “Our country’s sovereignty and independence are not negotiable.” But the president-elect’s statements — and the not-so-subtle threats behind them — were another reminder that his version of “America First” is not an isolationist creed. His aggressive interpretation of the phrase evokes the expansionism, or colonialism, of President Theodore Roosevelt, who cemented control of the Philippines after the Spanish-American War. And it reflects the instincts of a real estate developer who suddenly has the power of the world’s largest military to back up his negotiating strategy. Trump has often suggested that he does not always see the sovereignty of other nations’ borders as sacrosanct. When Russia invaded Ukraine, his first response was not a condemnation of the blatant land grab, but rather the observation that President Vladimir Putin’s move was an act of “genius.” Even now, as Trump seeks a deal to end the war in Ukraine, he has never said that the country’s borders must be restored, a key demand of the United States and NATO — he has only promised a “deal” to end the fighting. In the cases of Greenland and Panama, both commercial and national security interests are at play. Trump’s desire for Greenland was made explicit in the first term, when a wealthy New York friend of his, Ronald S. Lauder, the New York cosmetics heir, put the idea in his head. In the Trump White House in 2019, the National Security Council was suddenly delving into the details of how the United States would pull off a land acquisition of that size. Trump kept pressing the point with Denmark, which consistently rebuffed him. Trump was not the first president to make the case: Harry S. Truman wanted to buy Greenland after World War II, as part of a Cold War strategy for boxing out Soviet forces. Trump can make a parallel argument, especially as Russia, China and the United States jockey for control of Arctic routes for commercial shipping and naval assets. Arctic experts did not dismiss Trump’s Greenland bid as a joke. “Not that many people are laughing about it now,” said Marc Jacobsen, an associate professor at the Royal Danish Defense College in Denmark who focuses on Arctic security. Jacobsen noted that the reaction in Denmark to Trump’s latest bid had been one of fury (one Danish politician called it “an unusually strange way to be an ally”). But, he said, Greenlanders — who have long sought independence — may seek to use Trump’s interest as an opportunity to further strengthen economic ties with the United States. Since 2009, Greenland has had the right to declare its independence, but the vast territory of about 56,000 people is still heavily dependent on Denmark and has never chosen to pursue that path. Trump’s interest could give Greenland an opening for more U.S. investments, including in tourism or rare earth mining, he said. “Was it crazy when the U.S. acquired Alaska? Was it crazy when the U.S. built the Panama Canal?” asked Sherri Goodman, a former Pentagon official and a senior fellow with the Wilson Center Polar Institute, a Washington-based think tank. Goodman, whose book “Threat Multiplier: Climate, Military Leadership, and the Fight for Global Security” centers in part on the Arctic, said the United States did have a strong interest in ensuring that China in particular does not develop a strong presence in Greenland. China’s ambitions in the Arctic have grown, and in 2018 it laid out plans to build infrastructure and develop shipping lanes opened by climate change. Goodman said the United States should continue to prevent China from gaining a foothold in the doorstep to North America, but said Greenlanders must decide their own fate. “We want to have all those territories proximate to our own mainland territory to protect us and also to prevent an adversary from using it to our strategic disadvantage,” Goodman said. “On the other hand, there is international law and international order and sovereignty, and Greenland is still a part of Denmark.” When it comes to Panama, Trump may also hold a distant personal grudge. In 2018, Panamanian police officers ousted the Trump Organization from the Trump International Hotel in Panama City after a protracted legal battle between the president-elect’s family and the majority owner of the property. The Trump name subsequently came down. The company had held a contract to manage the property. David L. Goldwyn, who served at the State Department under Presidents Bill Clinton and Barack Obama, noted that Greenland has tremendous undeveloped natural resources, including more than 43 of the 50 so-called critical rare earth elements used to make electric vehicles, wind turbines and other clean technology. “Certainly if Greenland chose to develop these resources, it would provide a significant alternative to China, although it is China’s capacity to process those minerals which gives it its current advantage,” he said. But Goldwyn said that in addition to Denmark’s sovereignty, Trump might find that Greenland’s Indigenous communities do not want mining and resource extraction as much as he does. “It is highly unlikely resource extraction could be forced on an unwilling population,” he said. “A more fruitful path might be to collaborate with the Danish government and Greenland’s population on ways to safely and sustainably develop those resources.” This article originally appeared in The New York Times . The state's Cannabis Control Commission on Thursday shared a presentation on how licensing could work for "social consumption establishments." Massachusetts voted in 2016 to legalize recreational marijuana and is one of 11 states where social consumption is allowed, but there is no system in place yet for permitting businesses to sell cannabis to people while also letting them use it there. Types of marijuana social consumption licenses The commission's presentation lays out three different types of on-site social consumption licenses: Supplemental, hospitality and event organizer. Supplemental licenses apply to businesses such as retail dispensaries that can already sell marijuana, but are interested in providing a space like a lounge or tasting room for customers to consume it. The hospitality license would cover "a new or existing non-cannabis commercial business." The commission says that could include a cafe, entertainment/recreational space, comedy club, yoga studio, theater or lodging space. The event organizer permit would allow for "temporary consumption events," like festivals, that could last up to five days. Food required for marijuana consumption sites The commission document also details several policy considerations for the new licenses, including several concerning food. All licensed marijuana establishments will be required to serve food, the presentation says. Licensees must train staff on food service but could also partner with nearby restaurants or delivery services. "Limited research does show food consumption can slow onset of THC," which is the main psychoactive ingredient in marijuana, the commission says. Other safety rules being considered include a 30-minute cutoff before closing time, a transportation strategy for businesses "to assist impaired consumers," and "cool down strategies" for those who react negatively to marijuana. Alcohol and tobacco would not be allowed at the sites either, the commission says. The commission expects to officially release its regulations on Dec. 17. From world-class infrastructure and eco-friendly cities to space systems and high-speed trains, China's impressive accumulation of state-of-the-art physical capital has played a dominant role in driving its economy. But China's physical engineering accomplishments on the supply side have not been transferable to social engineering efforts on the demand side, especially in stimulating consumer demand. The disconnect arises out of the modern Chinese political system, which emphasizes stability and control. While this focus has enabled the country to become the world's "ultimate producer," it has not been successful in uncovering the DNA of the Chinese consumer. Social engineering through government diktat stands in sharp contrast to the incentive-based, free-wheeling, individualistic spirit that shapes human behavior and consumption patterns in the West. With the household consumption share of Chinese gross domestic product (GDP) remaining below 40 percent, compared to around 65 percent in advanced economies, China has little to show for its long-standing rhetoric on consumer-led rebalancing. The American experience, as famously documented in John Kenneth Galbraith's "The Affluent Society," decodes the DNA of a consumer society. Key characteristics include upward mobility of income and wealth, open communication and dissemination of information, individualism and freedom of choice, diminished inequality of lifestyles, intergenerational wealth transfers, and, ultimately, the ability to elect political representatives. Western consumerism is very much an aspirational proposition. That raises a fundamental question: is China's political system incompatible with modern consumer culture? That question seems all the more pertinent in the face of China's newfound techno-authoritarianism, which seems at odds with the basic freedoms on which consumerism is based. Recent technological advances (especially in facial recognition and other forms of surveillance), in conjunction with a social credit system and tightened censorship, are all but antithetical to the consumer society as we know it in the West. Ultimately, it is far easier to mobilize the state's machinery to exert influence over producers than it is to allow basic freedoms to empower consumers. That goes back to the early days of the People's Republic when China's producers were under the strict control of the State Planning Commission. And it is true again today as the pendulum of Chinese economic power has swung back from the once-dynamic and entrepreneurial private sector toward state-owned enterprises. The tightening of government controls over Chinese society over the past decade is especially at odds with its goal of spurring consumption. In 2013, shortly after taking office, President Xi Jinping introduced a "mass line" education campaign to address four "bad habits" — formalism, bureaucracy, hedonism and extravagance — that he believed were key sources of social decay and corruption of the Communist Party of China. This effort, initially viewed as an offshoot of Xi's signature anti-corruption campaign, has since taken on a life of its own. Xi sharpened his focus on bad habits in 2021 when a regulatory crackdown on internet platform companies targeted not only Chinese entrepreneurs like Alibaba's Jack Ma but also the so-called lifestyle excesses associated with video games, online music, celebrity fan culture and private tutoring. Such state-directed social engineering suggests that the Chinese authorities have little tolerance for the sense of possibility and optimism embedded in the DNA of Western consumer societies. Another example of this mismatch between ambition and regulatory mindset can be found in China's repeated attempts to address the demographic headwinds behind a shrinking labor force, which is set to decline through the end of this century, owing to the legacy of the now-abandoned one-child family-planning policy. The Chinese government recently announced measures to boost birth rates, including improved support for childbirth, expanded childcare capacity and other efforts to build a "birth-friendly" society. Yet this is only the latest in a series of actions following the adoption of a two-child policy in 2015 and a three-child policy in 2021. Despite these efforts, China's fertility rate remains far below the replacement rate of 2.1 live births per child-bearing woman. Polling data point to two reasons: concerns over sharply rising child-rearing expenses and deeply entrenched small-family cultural norms. This latter point underscores the behavioral aspects of the problem — namely, that a generation of younger Chinese have grown accustomed to one-child families. This very human resistance to the government's attempted coercion of family-planning practices is not dissimilar to Beijing's strategy to push for increased consumer demand. The key to unlocking China's consumer potential is to convert fear into confidence, a transition that requires nothing short of a fundamental shift in the mindset framing households' decision-making. But this is precisely where the government has been stymied. Incentivizing human behavior is radically different from requiring state-directed banks to boost lending for infrastructure projects or state-owned enterprises to invest in property. Admittedly, I am providing a Western perspective on a Chinese problem, and experience has taught me that such problems need to be examined from China's own perspective. Even so, increasing consumption goes to the very essence of the human experience: can there ever be a flourishing consumer culture with Chinese characteristics that contradicts the aspirational ethos underpinning Western societies? The ultimate solution to China's chronic underconsumption problem may well hinge on these deep considerations of human behavior. A recent meeting of China's Central Economic Work Conference hinted at yet another big consumption stimulus to come. But if Chinese authorities remain steadfast in tightening control over social norms and the human spirit, then all the stimulus in the world — from trade-in campaigns to social-safety-net reforms — could be for naught. You’ve fallen for a classic package-delivery scam , and a form of “ smishing ,” or SMS phishing. And you’re not alone. One in three Americans have fallen victim to cybercrime, according to a 2023 poll. That’s up from 1 in 4 in 2018. As cybersecurity researchers , we want to spread the word to help people protect themselves. Old-fashioned threats haven’t disappeared – identity thieves still steal wallets, dumpster dive for personal information and skim cards at ATMs – but the internet has made scamming easier than ever. Digital threats include phishing attacks that use fake emails and websites, data breaches at major companies , malware that steals your information , and unsecured Wi-Fi networks in public places. A WHOLE NEW WORLD OF SCAMS Generative AI – which refers to artificial intelligence that generates text, images and other things – has improved dramatically over the past few years.
